Iranian
President Ibrahim Raisi was interviewed by American media before going to New
York to attend the UN General Assembly, reiterating that there must be a
guarantee mechanism to ensure that the United States will not unilaterally
withdraw from the comprehensive agreement on the Iranian nuclear issue again,
otherwise Iran will not be able to seriously consider resuming its performance.
Leahy
was interviewed on CBS's "Sixty Minutes" program last week about the
process of resuming negotiations between Iran and the United States in Vienna,
the Austrian capital, to implement the Iran nuclear deal. "If it's a good,
fair deal, we'll seriously consider a deal," Leahy said.
He
emphasized: "(The agreement) must be durable and there must be a
(performance) guarantee. With the guarantee, the Americans will not withdraw
from the agreement."
Leahy
said that given that the United States has unilaterally broken the contract,
"verbal promises are meaningless now". "After witnessing the
behavior of the Americans in the past, we cannot trust them. Without
guarantees, trust is impossible."
During
Trump's presidency, the United States unilaterally withdrew from the Iran
nuclear deal in May 2018 and reinstated and increased sanctions on Iran. In
response, Iran has phased out some of the terms of the agreement since May
2019, but promised that the measures would be "reversible." Starting
in April 2021, the six parties to the Iran nuclear deal have held multiple
rounds of talks in Vienna on promoting the US and Iran to resume implementation
of the treaty. However, the US and Iran have serious differences on many issues
and progress has been slow.
The
Iranian side has always emphasized that the United States can no longer
"retreat when it wants to", but the current US President Joe Biden
refuses to provide binding assurances on the grounds that the US believes that
the Iran nuclear deal is based on "political understanding" and is
not a legally binding treaty
